How HR Can Share the Reasons Employees Quit because of the Manager

The boss is very concerned about the turnover rate, but the biggest reason for the turnover rate is the boss (constant changes and autocracy). Every person who resigns has an interview, and sometimes they will tell HR the real reason for their resignation, but they don't necessarily have to tell the boss (or express it gently).
Whenever someone resigns, the boss always comes to us to find out, so how should we respond?

I would advise HR to conduct anonymous surveys and present quantitative data to the boss, so he knows that there may be issues causing employees to resign.
If employees are willing to speak to HR about the real reasons for their resignation, I think HR can try this approach. Ultimately, the boss should not think that employees are resigning because of him, or believe that "it's just one person! Not ten." Providing data becomes crucial in such cases.
